Planning a cosmetic launch in the EU and Great Britain

Plan the territories separately while keeping the product evidence consistent.

Name the markets precisely

The EU and Great Britain have separate cosmetic notification routes: CPNP and SCPN respectively. Northern Ireland follows the EU cosmetics framework. “UK launch” is therefore not a sufficiently precise brief on its own.

Map responsibilities

Identify the brand, manufacturer, importer, assessor and relevant Responsible Person for each territory. Record who supplies evidence, reviews artwork and carries out any agreed notification work.

Review the evidence before submission

Coordinate the formula, safety documentation, artwork and product information. Portal submission is not a safety approval, and a notification does not resolve gaps elsewhere in the product file.

Build a practical launch plan

Make a product-by-market list with owners and unresolved actions. Agree which tasks can proceed and which depend on supplier documents, testing or artwork changes. This gives the project a clearer sequence than a single undifferentiated deadline.

Official references

Requirements depend on the product and market. Use current rules and product-specific evidence when making compliance decisions.
